Phillips Hutton Building

  • The City of Santa Ana’s Redevelopment Agency owned a historic building that is directly adjacent to the Ronald Reagan Federal Courthouse in downtown Santa Ana. The City desired to restore the building and occupy it with professional services firms, creating valuable economic development in their downtown.

  • The cost to rehabilitate the building was higher than its market value. It was difficult for the City to attract suitable tenants.

  • Griffin/Nuquest partnered with the City of Santa Ana in a P3 to co-invest in the $2.9 rehabilitation of the building. Griffin/Nuquest obtained a long-term commitment from three professional services firms to own and occupy portions of the building. Matched out the mutual interests of the City and the partnership.

  • Project included a Disposition and Development Agreement, TIF Note from the RDA, Mitigated Negative Declaration CEQA study, negotiations to secure desired professional services tenants for the project, design and construction of an historic structure.
